    • ARPA Funds for State Conservation Agencies Hi All, As many of you know, states and local governments are in the process of allocating America Rescue Plan Act (ARPA) funds. Congress has allocated Coronavirus State and Local Fiscal Recovery Funds that totals $350 billion to eligible state, local, territorial, and Tribal governments. Treasury on ARPA funds I am looking to see if any State Conservation Agencies are receiving funds as part of the State Allocation. Funds can be used for a variety of things related to Covid and Climate Change. We are looking at funds for Food Security/Climate Resiliency focusing on soil health, farm energy programs, and farm climate resiliency programs (water supply). Thanks, Denise Savageau, Chair CT Council on Soil and Water Conservation

    • District Employee Recruiting Our state has been experiencing unprecedented turnover of SWCD employees for over a year now. I am wondering to what extent your state agency is involved in helping districts to fill vacancies? Do you provide example job descriptions, announcements, assistance with advertising, sit on interview panels etc? I would greatly appreciate any examples that you can provide.

    • Food waste for livestock feed We are starting to see an increased interest in feeding food waste to livestock. Do any of you deal with this and do you have rules / guidelines on the feeding of source separated food waste to livestock?

    • Policy Advocacy Has your state conservation agency met with your state’s elected federal delegation (or staff) during the past year? If so, what issues were discussed, and what was the outcome of the dialogue?

    • Examples of CD Urban Forestry Efforts (sent on behalf of Laura Meyer, NASCA rep on the NACD Urban and Community RPG, and Ben Schram, NASCA rep on the NACD Forestry RPG) Have individual CDs or CDs at a regional level launched successful urban forestry work/projects in your state? NACD is collecting examples to share with partners at the US Forest Service who expressed interest in partnering with CDs to expand urban forestry projects. They’re seeking examples from all regions of the country, particularly from CDs leading these efforts that haven’t been featured previously by NACD (e.g., in their Forestry Notes publication) so we can build a broad portfolio of CD urban forestry work. If you know of examples to share, please reply with a short description and the associated CD/CDs names. If available, please also include links to existing project/program information and/or media coverage of the work. We’ll pass the examples on to folks at NACD. Thank you!

    • Agreements with NRCS The National Conservation Partnership is entering into discussions with USDA about a number of topics. Among them will be the effectiveness of administrative functions during the past several years, particularly since many of these functions have been transferred to the FPAC Business Center. Would each state agency provide a paragraph or two sharing your experiences in this arena? I would expect that the most serious impacts to your operations and to those of your districts would be associated with payments and contract execution. This is not meant by any means to be an indictment of NRCS or FPAC. We are simply trying to get a better feel for your experiences with USDA since the reorganization. Thank you for taking the time to respond, and please feel free to be candid.

    • Watershed Scale Monitoring of BMP Effectiveness Any NASCA members out there administering/leading or participating in any watershed scale monitoring of BMP effectiveness? If so, could you please let me know a bit more about the effort and who is the best contact at your agency for a follow up discussion? Thanks!

    • State Cost-Share Programs We have recently hired someone to coordinate our state cost-share program. She is interested in hearing from other states about their programs. Also, specifically if you offer cost share on any urban conservation practices she would love to hear about those. If you would please pass this on to your staff and ask them to reach out to Taylor Marshall at the Conservation Commission. Her email is: Taylor.Marshall@conservation.ok.gov Thank you, Lisa

    • CD’s and Invasive Species Montana’s CD’s, particularly those in Eastern Montana, have recently increased their participation in Invasive Species efforts. This goes beyond the relatively common noxious weed programs to include running Aquatic Invasive Species (AIS) Inspection Stations, terrestrial invasive species for feral hogs, and incest programs such as emerald Ash Borer. Are other state’s CD’s participating in these types of efforts, often in conjunction with Fish and Game agencies or departments of Livestock?

    • Technical Staff Training NASCA would like to showcase technical training programs employed by our members across the country. If your agency hosts one or more technical training programs for state or conservation district staff, please respond with a brief description of the training and contact information for the person or persons responsible for administering the training program(s). Thank you!

    • New Supervisor Training Ideas Ohio is in the process of reviewing and revising our New Supervisor Training and looking for ideas that may have worked well for others. Currently we have both online and in-person training and though our main focus with this review is our online training we are open to ideas that worked well on either front. Any ideas would be greatly appreciated. Thank you.

    • Innovative Annual Meetings Hello! Many Districts in Colorado did not have the chance to hold their annual meeting prior to the shutdown. With restrictions showing no signs of letting up anytime soon, I’m wondering if there are any districts out there that have thought of ways to have an annual meeting while maintaining public health. (The only thing I’ve thought of is a standard Zoom call.) Thank you!

    • District Employee Onboarding & Exiting Procedures As I am transitioning to my new position as Conservation District Program Coordinator at the Kansas Department of Agriculture, Division of Conservation (DOC), I am still tied to my previous position as the DOC Administrative Coordinator. Tying up loose ends and training the new individual thoroughly is extremely important to me. I have already had the opportunity to train a few new conservation district managers both in person and virtually over the past few months, following the previous Coordinator’s training procedures. I am finding that there seems to be so much more I would like to do and add as part of the procedures for both exiting district managers, the new ones just getting started, as well as the board supervisors. I currently do not have any sort of exiting and / or training checklists or guidelines to follow, but feel like these would be very beneficial to all individuals involved (district managers and the supervisors). I am open to any suggestions, templates, ideas, etc. that you all use for your onboarding and exiting district employees to use as a basis for my onboarding and exiting strategies. Any information will be greatly appreciated and thank you in advance!

    • Conservation District Director Elections The Oklahoma Conservation Commission is looking to revise our election procedures for Conservation District Directors. Can you all provide me with a link to your state’s statute and/or rule that outlines your procedure? We are hoping not to re-invent the wheel as well as bring our elections into the modern era. Thank you in advance for any information you can provide.

    • Agency Telework Policies Yes, another request from me! As we start to re-open the state here in Oklahoma, we are discussing the implementation of a more formal telework policy for agency staff. Some of you may already have such a policy in place. If you do; would you mind sharing? Also, I would love to hear your thoughts – pros and cons of teleworking during regular times. Thanks for your input.

    • On-line educational training for 9-12 Students As you may know, many states including Montana, has cancelled their Envirothon competition for 2020. Looking to the future, a teacher asked their conservation district if there were any additional resources available that he could utilize to offer exercises and/or lessons online to his students. He was looking to provide an intro to conservation, plant science, and natural resources systems as well as expanded lessons related to the traditional natural resource topics covered in Envirothon. I wonder if there are other states that may have started to compile such a list of resources? If so, would they consider sharing it to this body? Thank you!

    • Conservation District Elections during a pandemic The notice of filing period legal notices are scheduled to begin here in Oklahoma during the next couple weeks for Conservation District elections. Our election process is laid out in statute and rule and require a legal notice be published twice between certain dates notifying people of the upcoming filing period in May. We have received word that some of the counties where there is only one newspaper that publishes Legal Notices are suspending printing due to Covid-19. Are there other states having similar issues? If so, what solutions are you coming up with to address them? We are considering postponing elections in certain counties due to the inability to publish notices. Any thoughts and ideas are most welcome. Stay safe. Lisa
