    • Youth education activities / events Are there any state conservation organizations that have established youth protection policies, guidelines, or protocols for conservation districts conducting youth education activities/events? These may include volunteer screening/background check requirements, camper behavior expectations, etc. Thanks for your response.

    • Funding to RC&D councils Does any state agency provide funding to their RC&D Councils, either directly or through their conservation districts? If so, can you explain how the funds are provided and the amount allocated to the RC&D Council?

    • Staff oversight and accountability Utah is conducting an optimization review. The delivery system for conservation programs is analyzing how staff is managed and the accountability of employees and funding. I would like to know how these programs work in your state. I am especially interested in the contractual relationship between the state entity that manages your state commissions and the state associations of conservation districts, i.e. staff oversight and accountability etc.

    • Medicine drop program At our upcoming State Association annual meeting (January), the New Hanover Soil and Water Conservation District (NC) will present a resolution asking districts to actively support and participate in a medicine drop program for prescription medications. Is anyone aware of any district that has taken a role in promoting or organizing prescription drug take back/drop off programs.

    • Green belt status on land with beekeeping The Michigan Department of Agriculture and Rural Development received an inquiry from an Apiculture Specialist in Hawaii about getting “green belt status on land with beekeeping.” My interpretation of what is referred to as green belt is that it is associated with Farmland and Open Space Preservation program and property tax status. Does anyone have a program such as this in their state? Or, can you give me particular information that might be useful in responding to the inquiry. Thanks. Steve

    • Poultry environmental act The Idaho State Department of Agriculture is proposing a new rule to address poultry operations and associated animal waste management practices related to the Poultry Environmental Act. Large-scale poultry manure issues are relatively new to Idaho (we don’t currently have any but one is ready to be constructed) and the Idaho Soil & Water Conservation Commission intends to comment on the proposed rule. We are seeking input from NASCA members to help us identify issues that we should be aware of or should identify as being addressed in the rule. If you would like to take a look at the draft rule, I can email you a copy. Thanks in advance for any advice you can provide!

    • Per diem reimbursables In West Virginia the state code states that supervisors are entitled to reasonable and necessary expenses and per diem (presently expenses are set at $30.00 per day for meals, 50.5 cents per mile plus $60.00 per day ) when engaged in the performance of his or her duties. The expense and per diem rate shall be established by the state committee. What is paid or reimbursed to conservation supervisors/commissioners in other states? If so does the Agency/Commission provide the payment or is it paid through the local conservation district? Thank you. Carolyn Hefner (chefner@wvca.us)

    • Questions for supervisors who are elected in an official election process The following questions applies to those states that have conservation supervisors/commissioners elected in an official state/county election process. (1) What is the policy for these elected officials participating in programs funded through the district? (2) Are they allowed to participate? (3) If so is there a limit to the amount they can receive either by program or cumulative with two or more programs? (4) Are they required to recuse themselves from participating in the approval process by the district? Any and all information they you may provide on this subject will be greatly appreciated.

    • Will Mays – Regional environmental districts site organizer What information and background does anyone have about Will Mays with Regional Environmental Districts Site Organizer (http://redso.org). Apparently he wants districts and agencies to put their info on his website, which isn’t functional yet. he does have Baldwin County SWCC in Alabama set up as an example if you put the address in the URL line.     • State commissions working with districts using team based model I am trying to find out if there are any state commissions that work with their districts using a team-based model by utilizing a small staff to offer technical, engineering, training or even grant writing assistance.   I’m looking at a scenario where the districts would apply to the state commission for support and services; then the commission would rank or prioritize each request based on staff time and priorities.   As our budgets shrink, our ability to meet state and federal mandates AND provide individual assistance and support to the districts just isn’t possible. We are looking at major reassignments to our workloads and priorities and so we are looking for examples of what might or might not work based on what is already out there.   We obviously want to be able to give the districts as much support as they need, but we have to be responsible for our agency as well. So, if there are any suggestions from states that might use a model similar to this, I would appreciate the feedback.

    • Study of economic impacts of soil & water conservation districts I am wondering if any state has produced any type of formal study/research analyzing the economic impacts of soil and water conservation districts to agriculture, or analyzing the contributions of soil and water conservation districts to the state department’s mission of which they are a part? Any information anyone can provide would be much appreciated. Thank you.
