Staff oversight and accountability

Utah is conducting an optimization review. The delivery system for conservation programs is analyzing how staff is managed and the accountability of employees and funding. I would like to know how these programs work in your state. I am especially interested in the contractual relationship between the state entity that manages your state commissions and the state associations of conservation districts, i.e. staff oversight and accountability etc.
