    • Emergency/Crisis Communication Plan Have any of our sister conservation agencies developed emergency/crisis communication plans? If so, would you mind sharing them? We’re also curious if you’ve provided support to conservation districts for managing communications during crises. In light of the COVID-19 situation, the Washington State Conservation Commission is exploring the development of a crisis communications plan that provides a framework for us (and conservation districts) to deliver timely, accurate, and effective messages to stakeholder groups in the event of an emergency.     • Conservation District Handbook Oklahoma Conservation Commission is beginning the process of revamping the Conservation District Handbook.     • Hydrologic Soil Group (HSG) Hydrologic Soil Group (HSG) regularly comes up as the most widely accessed pieces of soils information on NRCS’ Web Soil Survey reports. I am curious how widely HSG is being used at the state and local level, and about the context in which it is being used. Is HSG in any way being referenced in statute, regulation, or rules in your state?

    • Non-NRCS Partnership Agreements Many Conservation Districts in Colorado are not satisfied with their current partnerships with NRCS due to low staffing, burnt out staff, and changes in management approach. One District is considering shifting their primary partnership to another organization, in this case a Land Conservancy. They would use a similar structure to their NRCS partnership–sharing office space and administrative work. There are no examples in Colorado of Districts partnering with non-NRCS entities in this capacity. Do any Districts in your state have such partnerships? Can you share examples of MOUs or other written partnership agreements? Do you have advice for a District considering branching out?

    • Broadening Board Membership I’ve received a request from a member asking if other states have changed their enabling legislation to broaden board member eligibility and/or if states have done any special efforts to help their districts recognize the value of broadening their local board membership. I’d appreciate any input you all have to offer.

    • Board member-rogue, legal implications Does anyone have advice for a District dealing with one particular board member (newly appointed) that is posing serious potential legal implications (completely false) with their long time employee? Verbally harassing her and threatening her and the rest of the board with legal action on almost anything he can think of. At what point is questionable mental sanity called in to question in a sensitive situation with PTSD? Do you have any suggested policies, procedures or ideas of how to deal with someone like this? Any preventive measures for other Districts?

    • CREP Agreements & Current Status with New Farm Bill Does your state have a current Conservation Reserve Enhancement Program (CREP) Agreement with the USDA? If so, is your state’s program held up as rulemaking occurs on 2018 Farm Bill programs? Are you pursuing any action from USDA on this, and what is the latest news you have heard from USDA?     • What is your state doing? State Level MOA/Funding Agreements Idaho is working on a plan to help implement Farm Bill programs under the new State level MOA and funding agreement. It is critically important to hear if any of you have been able to negotiate the payment of overhead or if your state con/headquarters is allowing that. Because state support is low and districts have no taxing authority, if there is no overhead allowed to partially cover costs we cant sign on. Please respond ASAP. Thank you.

    • Conservation commission/committee structure I have a few questions regarding conservation commissions/committees: What agency is the commission/committee housed in? How long do the commission/committee members serve? Do they have term limits? Who do they represent? (DNR, DWQ, Dept of Ag, Past Presidents, Current CD Supervisors, Association Representation) We would appreciate replies before March 17th. Thanks!

    • Vehicle insurance providers We are having trouble finding an insurance carrier to underwrite the district vehicle insurance. Our agent thought he had it secured with Progressive but they just bailed out. I’m curious to know what carriers other states are using.  Thanks so much!
