    • Questions for supervisors who are elected in an official election process The following questions applies to those states that have conservation supervisors/commissioners elected in an official state/county election process. (1) What is the policy for these elected officials participating in programs funded through the district? (2) Are they allowed to participate? (3) If so is there a limit to the amount they can receive either by program or cumulative with two or more programs? (4) Are they required to recuse themselves from participating in the approval process by the district? Any and all information they you may provide on this subject will be greatly appreciated.

    • Will Mays – Regional environmental districts site organizer What information and background does anyone have about Will Mays with Regional Environmental Districts Site Organizer (http://redso.org). Apparently he wants districts and agencies to put their info on his website, which isn’t functional yet. he does have Baldwin County SWCC in Alabama set up as an example if you put the address in the URL line.     • State commissions working with districts using team based model I am trying to find out if there are any state commissions that work with their districts using a team-based model by utilizing a small staff to offer technical, engineering, training or even grant writing assistance.   I’m looking at a scenario where the districts would apply to the state commission for support and services; then the commission would rank or prioritize each request based on staff time and priorities.   As our budgets shrink, our ability to meet state and federal mandates AND provide individual assistance and support to the districts just isn’t possible. We are looking at major reassignments to our workloads and priorities and so we are looking for examples of what might or might not work based on what is already out there.   We obviously want to be able to give the districts as much support as they need, but we have to be responsible for our agency as well. So, if there are any suggestions from states that might use a model similar to this, I would appreciate the feedback.

    • Study of economic impacts of soil & water conservation districts I am wondering if any state has produced any type of formal study/research analyzing the economic impacts of soil and water conservation districts to agriculture, or analyzing the contributions of soil and water conservation districts to the state department’s mission of which they are a part? Any information anyone can provide would be much appreciated. Thank you.

    • Programs that provide support for AML management I am working with Mr. Ernie Shea, Pres/CEO of NRSolutions, on a project to help move efforts at management of animal manure and poultry litter (AML) in the Chesapeake Bay Watershed forward. We are trying to assess and catalog the state and federal programs that are currently in place that provide support and incentives for implementation of technologies and BMP’s for AML management in that watershed.     • Legislation requiring restoration of soil after construction I’m looking for any states that have laws or proposed legislation similar to this New Jersey measure, which requires the restoration of soil after construction. NJ AB 2501: http://www.njleg.state.nj.us/2010/Bills/A3000/2501_I1.HTM Synopsis: This bill requires the State Soil Conservation Committee to adopt standards for the restoration of optimal soil conditions, to the maximum extent practicable, after the completion of construction projects subject to the “Soil Erosion and Sediment Control Act.” The bill authorizes the committee to establish procedures for post-construction inspection to certify compliance with these soil restoration standards. Additionally, the bill requires that plans for soil restoration be included in any plan for soil erosion and sediment control submitted to the committee for approval in connection with any development project subject to the act. Finally, the bill requires that the committee establish a training and certification program for project supervisors identified in the plan as responsible persons in order to ensure compliance with soil restoration standards.

    • Data showing impacts to natural resources from cumulative small acreage landowners Has any state (or group of states or even a watershed) developed data that helps to understand the impacts to natural resources from the cumulative impact of small acreage landowners? Background: As some of you know, I serve as NASCA representative on NACD Urban and Community Conservation resource policy group. Our group is developing a national small acreage initiative to put financial resources toward this issue that is taking up much of the workload of conservation districts. We have tons of rationale, we have data on demand from landowners, we have anecdotal data on impacts to resources, but we have no good comprehensive study or data that better defines the resource concerns.     • Mill levy In states where conservation districts have mill levy authority, has anyone seen a case where county tax incentives, industrial revenue bond agreements, or payment in lieu of taxes (PILT or PILOT) affected a district’s mill levy?

    • Wish list projects – grant project database The Nevada Division of CDs would like to develop a state-wide database of potential “ready-to-go” or “wish list” projects including location, categories, cost, timelines, partnerships, funding needs, etc. This would be a ‘grant project’ database that our office could access when funding opportunities present themselves and require quick implementation. Many opportunities have been missed (i.e. stimulus funding) in the past. Has anybody developed a similar database, or developed a generic proposal sheet to request information from conservation districts that they would be willing to share?
