    • Conservation Planner The State of Idaho is investigating updating its archaic OnePlan conservation planner. Do any of you have experience with a good web-based conservation planner that also has components for nutrient and pesticide management modules?     • Land Use Regulations in Districts Law The SC Soil and Water Conservation Districts Law contains Article 13 entitled “Land-Use Regulations”. Does your districts law contain this article or a similar section, and if so, are any of your districts administering the land use regulations?

    • Interactive Tools for State Fair, etc. North Carolina is trying to modernize and enhance its presentation of conservation concepts to State Fair goers. Does any state have tools or resources that engage the public (even if only briefly) and help them better understand the importance and science of conservation? Any interactive computer demos? Games? Presently we’ve got an Enviroscape and a wheel/spinner with a set of questions they can answer. We’ve also got posters, tattoos, etc.

    • Stormwater/LID district cost-share programs I am looking for information regarding any stormwater (specifically urban/suburban) or low-impact development cost-share programs that state agencies are administering through conservation districts. I am interested in the BMPs/practices that are approved for the cost-share and what kind of cost-share rates that districts are offering landowners.     • Disaster response: Woody debris removal from streams To help prepare for hurricane season that begins Sunday, North Carolina is seeking input on states’ experiences getting federal assistance to remove storm-related debris from streams and drainage ways in the last decade. Historically, we could rely on NRCS-EWP to address this concern, but now we understand the EWP program manual limits eligibility to sites where there is a structure permanently affixed to the ground that will be threatened because of the stream blockage. This limitation has severely curtailed the opportunity to tap EWP to address blockages that impact only cropland/forestland. Our question is whether other states have been given a more favorable response to requests for federal assistance in these instances. Have states had success using the FSA-Emergency Conservation Program for this concern? How about FEMA or Army Corps of Engineers?

    • Recognition for Urban Erosion Control The Georgia Soil and Water Conservation Commission is interested in beginning a recognition program for landowners/companies/developers that do an exceptional job of erosion control on land disturbance sites.     • Conservation district employee training Montana’s Conservation Districts are taking a more systematic approach towards training their employees. There is no need to recreate the wheel. Are there states that already have structured employee training programs? We are looking for both delivery systems and materials or curriculum for training. A short description of where we are at is provided below. If you have a training program or know of someone who does that meets our needs, please let us know. Thank You Background Employee training currently takes a shotgun approach. The Montana Association of Conservation Districts Employee Organization (MACDEO) and the Conservation Districts Bureau of the Montana Department of Natural Resources and Conservation (DNRC) are looking to create a more systematic approach. In most Montana Districts there is only one employee which is called an administrator (some states call them managers), who is often part-time. The first two components of our current training system include the “New Administrator Welcome Wagon” and a biennial statewide training. The Welcome Wagon occurs within the first 30 days of employment to get them off and running. The biennial training covers a wider range of general topics for district employees.     • Farm Bill Tech program I’m looking for help in how other states handle the Farm Bill Tech program given internal (individual state) fiscal restrictions. For example, our program has run on a calendar year for the past 10 years. We were operating with a waiver from our State Treasury meaning we were able to receive funds from the NRCS (whenever a portion of our annual request became available), allocate and spend those funds without encumbering them. We have incredibly detailed spreadsheets tracking every penny as control measures. Due to recent fiscal changes internally, we are now faced with having to encumber funds before we can issue a purchase order (PO) to the conservation district (essentially, a contract). The problem is we do not receive all of our annual funding in one agreement to be able to cover the entire calendar year. There will be at least two amendments to complete our annual request. Therefore, we cannot issue a PO to the district that covers the whole year as we have previously. Does anyone else receive their Farm Bill Tech dollars in little chunks? How do you manage it if you have to encumber the funds? Do you experience any gaps between when one amendment is about to expire and the next amendment has not come through? Could you offer any solutions based on how your state handles similar situations? HELP!!!! Thank you.
