    • District Employees – Certified Conservation Planner Which states require technical conservation district employees to be Certified Conservation Planners? Do any states provide any incentives for district employees to become CCP? For those that require CCP certification, how long do you allow for the employee to obtain their certification? Are there any interim milestones required?

    • Web based fund accounting system We would like to know if any other state soil and water conservation agencies are aware of a web based fund accounting system for soil and water conservation districts. If you are aware of this type of system, please contact us to inform us about the system. If you are not aware of such a system, would you be willing to share in the costs to develop a web based fund accounting system for soil and water conservation districts?

    • State Conservation Agency Support for SWCD IT Needs All: I am looking for information on which states provide significant support to soil and water conservation districts to support their information and technology needs, such as hardware, IT support, software, internet services, etc… Here in Minnesota we are beginning to see services historically provided by NRCS diminish and/or have so many strings attached that our state soil and water conservation district association is beginning to look at options including what other state have or are doing to provide greater support to their member districts. If so, would you please share any forms, policy, links, etc. Question 2: If you don’t have an in house policy for federal grant programs, what do you use? A state purchasing process? Other? Thanks.

    • District Director Emeritus Program We are looking at establishing a District Director Emeritus Program, this program would allow directors to retire from the board but would allow them Emeritus status after 25 years of service. Are there any states that have a program similar to this that recognize district directors in this way?

    • Conservation District Supervisor Election Laws For states with elected conservation district supervisors, does your state law require that the candidate represent a certain category? For example, South Dakota state law (SDCL 38-8-39) requires that three supervisors shall be rural landowners or occupiers, one shall be a resident of an urban area, and one shall be a taxpayer of real property.     • UAVs for Conservation Work Are any NASCA members aware of any conservation districts or conservation agencies who’ve obtained or used a UAV (aka, “Drone”) to assist with conservation? If so, please briefly describe how it is being used and provide a contact. North Carolina’s State Association is planning a symposium at its upcoming annual meeting called, “Unmanned aircraft, conservation, and agriculture” that will feature the director of the Next Generation Air Transportation Center (NGAT) at N.C. State University. At least one of our districts is interested in obtaining a UAV to help its customers with field scouting, fence inspections, etc. Thank you!

    • Non-point to non-point phosphorus trading Situation: A livestock expansion is proposed in a non-TMDL area. One idea being tossed around is non-point to non-point phosphorus trading. If a facility wanted to expand or locate into the County they would have to offset their modeled phosphorus loss by purchasing or obtaining credits within that watershed. It would be a pre-emptive TMDL. Any precedent for such an approach that you know of? Point to non-point trading is common, but how about non-point to non-point? Basically, a new or expanded facility would be creating an incentive for others in the watershed to reduce their phosphorus losses.

    • Cooperative Working Agreement w/NRCS Forms/Templates Washington State is interested in any forms or templates that other state conservation agencies are using to enter into cooperative working agreements with NRCS such as task order forms, report of accomplishments forms etc… especially if the situation is outside of or differs from a TSP arrangement.     • State Natural Resource reoganization under forest service The governor of Maine continues to push for reorganization of this state’s natural resource agencies. Now, he proposes to do away with the state’s Bureau of Public Lands and have the Maine Forest Service take on its responsibilities, which include state parks. This seems odd. So, I wonder if any other states have a structure where the forest service oversees parks. I’d appreciate your insight.

    • Regulatory Certainty NASCA is working on a project dealing with regulatory certainty. By this, we mean agricultural producers agreeing to implement some enhanced suite of BMPs in exchange for the guarantee that regulators at some level will not change regulatory requirements for these producers. We are attempting to canvass every state conservation agency to ascertain whether that state has a certainty program or is in any stage of developing one. We are currently aware of these programs in Texas, Louisiana, Michigan, Virginia, Minnesota, New York, and Massachusetts. Would you please let me know if your state has a regulatory certainty program or is considering developing one? Thanks for your quick reply, as it will save us time in making phone calls to each state. Mike Brown

    • State Training and Job Approval Authority Her in Minnesota we are in the beginning stages of developing a state level training and credentialing program. Our goal in the end is that it will be done in partnership with NRCS but we recognize that we may need to pursue some aspects alone. Our question is to find out which other states have developed and are implementing a state training and credentialing program with or without NRCS support. Thanks in advance for your responses.
