Does your state have a water quality trading program? If so, has it been successful?

Russ BaxterYes, however our trading programs are administered by another agency, the Virginia Department of Environmental Quality. Sewage treatment plants may buy and sell nutrient credits so long as overall river basin caps on nitrogen and phosphorus are maintained. Developers, whose developments meet certain criteria, may purchase perpetual phosphorus credits from certified nutrient banks to meet post construction stormwater standards.
Paulette AkersKentucky has participated in the Ohio River Basin Trading Project that is managed by the Electric Power Research Institute. We have only had a few farmers participate, but it has been successful when they did. More information is available at https://wqt.epri.com/.
Matt McDonaldIowa currently does not have a formal program – there have been past discussions about this but there is no formal program at this time.
