Third party personal injury insurance for NRCS vehicles

Colorado disricts are having difficulty obtaining the third-party personal injury insurance they need to drive NRCS vehicles – especially where the District doesn’t itself own a vehicle. How are other state district employees covered to drive NRCS vehicles?
