I’m looking for any states that have laws or proposed legislation similar to this New Jersey measure, which requires the restoration of soil after construction. NJ AB 2501: http://www.njleg.state.nj.us/2010/Bills/A3000/2501_I1.HTM Synopsis: This bill requires the State Soil Conservation Committee to adopt standards for the restoration of optimal soil conditions, to the maximum extent practicable, after the completion of construction projects subject to the “Soil Erosion and Sediment Control Act.” The bill authorizes the committee to establish procedures for post-construction inspection to certify compliance with these soil restoration standards. Additionally, the bill requires that plans for soil restoration be included in any plan for soil erosion and sediment control submitted to the committee for approval in connection with any development project subject to the act. Finally, the bill requires that the committee establish a training and certification program for project supervisors identified in the plan as responsible persons in order to ensure compliance with soil restoration standards.
