Kent ZimmermanBrad,
Nebraska has several funds used for conservation programs:
• Water Quality Fund (§2-1577) is funded by fees collected on pesticide registration and applicator licenses.
• Soil & Water Conservation Program (§2-15,122) is funded by the State’s General Fund.
• Water Well Decommissioning Fund (§46-1401) is funded by a portion of each water well registered.
• Water Sustainability Fund (§2-1506) is funded by the State’s General Fund.

Keith FoyeWisconsin Land Conservation Committees (LCCs, our Soil and Water Conservation Districts) are part of county government and thus has available local property taxes to fund LCCs and their departments. In addition, WI statutes has a provision allowing the LCC under their powers to require agreements or contributions (fees) in order to get any benefit under Chapter 92 – the state soil and water conservation law. The provision is in s.92.07 (13), WI Statutes: Link:http://docs.legis.wisconsin.gov/statutes/statutes/92.pdf
(13) CONTRIBUTIONS; AGREEMENTS. As a condition to extending any benefits under this chapter to, or the performance of work upon, any lands not owned or controlled by this state or any of its agencies, a land conservation committee may require contributions
in money, services, materials or otherwise to any operations conferring the benefits, and may require landowners and land
users to enter into and perform agreements or covenants respecting the use of land as will lead to conservation of soil and water
resources. -
