District employees funded under a contribution agreement with NRCS

We are wondering whether it is required that district employees funded under a Contribution Agreement with NRCS to provided technical assistance on Farm Bill Practices be paid the same salary as their federal counterparts are. Has anyone else had to deal with this and how did you resolve it? Michelle Crook, MI (2-27-08)
