      Also, how many FTEs are allocated at delivering your state’s Certainty Program?

          WV does not have a Certainty Program

            Texas’ Water Quality Management Plan Program, which is twenty years old and more or less satisfies the national definition of a “certainty program,” is appropriated $2 million for staffing 32 employees in 7 regional offices. These employees develop conservation plans with local districts for voluntary participants. The plans have legal basis in the state’s water code and provide authorization for discharging nonpoint source pollution to waters in the state. Because the State Soil and Water Conservation Board has adopted the NRCS Field Office Technical Guide as the technical basis for each plan, Texas NRCS is a partner in the program and signs the certification page of each plan (or an NRCS-authorized Level II Planner signs on NRCS’ behalf). The program is also appropriated an additional $2 million to cost-share BMPs as an incentive for participation.

              We have no budget or fte allocation for a certainty program in Oklahoma. We have discussed the possibility, but have not moved forward on the issue as of yet. Mike Thralls

                Utah just finished the rule making and will be starting the process to certify the first producers later this fall. I manage the program administration and Jay Olsen is the environmental coordinator. He will be working with coordination of landowners applying for certification and CD staff located in field offices that will help planing efforts as needed

                  This year Virginia set aside $60,000 exclusively to fund our certainty program (Resource Management Planning Program) with two FTEs assigned to the program.
