Ask NASCA Sales tax to support soil & water conservation programs

      Is any portion of sales tax in your state dedicated to supporting soil and water conservation programs? If so, what percentage is allocated and what is the annual average revenue to the program?

                Iowa passed constitutional amendment in 2010 that stated that the first 3/8 of a cent of the next sales tax increase would go to support Iowa’s Water and Land Legacy (IWLL)(can be found on the web), but have not raised the sales tax since the amendment passed. Our share for soil and water conservation is estimated to be @$30 million annually.

                  In MN there is a 25 year dedicated sales tax (3/8 of 1%) dedicated via constitutional amendment passed in 2008.
                  The Clean Water, Land and Legacy Amendment (Legacy Amendment) amended the Minnesota Constitution to: protect drinking water sources; to protect, enhance, and restore wetlands, prairies, forests, and fish, game, and wildlife habitat; to preserve arts and cultural heritage; to support parks and trails; and to protect, enhance, and restore lakes, rivers, streams, and groundwater.

                  The Legacy Amendment increases the state sales tax by three-eighths of one percent beginning on July 1, 2009 and continuing until 2034. The additional sales tax revenue is distributed into four funds as follows: 33 percent to the clean water fund; 33 percent to the outdoor heritage fund; 19.75 percent to the arts and cultural heritage fund; and 14.25 percent to the parks and trails fund.                   Of the $100M for Clean Water about half goes to non-point on the ground projects and practices. None of that (with a very recent one-time exception) is dedicated to soil and water conservation districts but over half goes to or through them via competitive grants through MN BWSR.                       There is no state sales tax for conservation in Oklahoma. However, two conservation districts receive 1/2 of 1% from county sales tax for their local conservation efforts.

                                In Indiana, our program gets a portion of the cigarette tax. We get roughly 1/6th of 4.22% for the Clean Water Indiana program, which provides for a variety of items directly tying to SWCDs and the Clean Water Indiana program: http://in.gov/isda/2379.htm .
